P: Info Panel Color Readouts Display Nothing When Hovering Mouse Over Swatches Panel

Issue: Info panel color readouts display nothing when hovering the mouse over swatches in the swatches panel. It also fails to consistently display color information when hovering the mouse over swatches in the color table window when using the custom indexed color mode. The expected behavior is that the readouts display information about the swatches below the cursor in all these cases, in realtime. This was the behevior in older versions of Photoshop.

- Photoshop version: 24.0.0 (latest as of November 2022)
- OS: Tested on Windows 10 64 bit and Mac OS Monterray
Steps to reproduce:
Case 1: Swatches Panel
1. Open the info panel and swatches panel. Ensure that color swatches are visible in the swatches panel by opening one of the folders.
2. Hover the mouse over a color swatch in the swatches panel. Observe that the info panel displays no color readout information. In fact, it only displays color information if you click and let go of a swatch, only on the frame of the mouse up event.
Case 2: Indexed Color Table Window
1. Open or create a new image.
2. Go to Image - Mode - Indexed Color...
3. Change the Palette drop down to Custom... This will make a window called Color Table appear, that displays color swatches.
4. Observe that when you hover the mouse over the swatches in the Color Table window, the Info Panel color readouts do not consistently display color information. On Mac, it displays nothing at all. On Windows, it sometimes does. The conditions are not clear.
Expected result: Hovering the mouse over color swatches in the swatches panel or color table window should display color information in the Info Panel's color readouts in realtime.
Actual result: The info panel color readouts display nothing when hovering the mouse over color swatches in the swatches panel or color table window.
