P: Polygonal Lasso Tool very slow when autoscrolling to the left

Since I upgraded from Photoshop CC 2015 to CC2019 it has been a torture to work with Photoshop. Very laggy performance, polygonal lasso tool very slow when autoscroll to the left (even with Shift pressed). The properties tab doesn't close when clicking on "X" button, but it closes when you try to move the window.
The redraw is very slow, with several problems of visualization. For example, if I have 2 files open and I wanna flick from one file to another (Ctrl+Tab) my screen doesn't update and I need to undock it the from tab to redraw my screen.
Almost every time, if I'm working with my file docked in Tab mode, all the shortcuts stop to work and I need to undock in order to have the shortcuts working again.
In summary, its impossible to work healthy.

I've checked already and tried different settings on Preferences, but nothing has changed.
I've tried to remove Adobe CC products from my machine and reinstall from scratch, but nothing has changed.
All the drivers are updated to the latest version.

My system:

Hi gang, there's are performance fixes in the 20.0.2 update (released late last night) for the issue where removing the halide bottleneck plug-in and the sub-issue reported that painting lags and shows a skinny cursor each brush.

Please go to the application folder C:\Program Files\Adobe\Adobe Photoshop CC 2019\Required\Plug-ins\Extensions\

And try renaming HalideBottlenecks.8bx by adding a '~' at the beginning of it.  Once you have ~HalideBottlenecks.8bx, restart Photoshop and let me know if that helps with general performance issues on your system.

If that doesn't help we'll move on to the next steps.

Update done.

From system info:

Adobe Photoshop Version: 20.0.1 20181029.r.41 2018/010/29: 1197484  x64

After the update, Photoshop started flawless and light and my first impression was good and the problems seemed to have been fixed. All of them, except the shortcuts which seems to be a permanent problem and possibly has some relationship with wacom driver conflict or something like this. I mean permanent because I've seen this problem since I started using Wacom for at least 10 years.

But with the usage I've realized that all the problems are happening again and now my Photoshop is bugged like before.

The only exception is the polygonal lasso tool, which I have had no issue yet.

Same here, after upgrading to CC 2019 it is hell working. Simple things as painting with brushes will give rotating balls almost immediately making it impossible to see where I am painting. This is really unacceptable performance 😞

The latest update did not help unfortunately.

Imac Pro, 64Gb with CC 2019.

Help would be greatly appreciated.

Hi Adam,

After doing your suggestion I feel Photoshop much better.
All the related problems in this topic seems to be fixed, except the redraw, which is better but not fixed 100%.
For example, if I open a file while I have another already open, the new one is open in a new tab, as usual, but it is not visible in my canvas. The tab is selected but the visible thing I see in my screen is the last file before to open the new PSD.
Another issue, any floating painel, like a Curve Properties window, sometimes doesn't close when I hit the X. The window only closes when I try to move the window after trying to close by the button.

And after renaming ~HalideBottlenecks.8bx, now I just realized a problem with Lasso Tool, which is finishing the selection without releasing the LMB while I'm still selecting. It is quite weird because I never had this problem before...

BTW, what is that file you told me to rename?

Is anyone still looking at this issue?  I moved from 2018 to 2019... and have the same issue.  Takes over a minute to launch Photoshop... and once it's open... when I drag a file over from Bridge... it shows up right away... but over a minute before I can do anything with it.

Hi gang, there's are performance fixes in the 20.0.2 update (released late last night) for the issue where removing the halide bottleneck plug-in and the sub-issue reported that painting lags and shows a skinny cursor each brush.

I spent 4 hours yesterday with Adobe help because Photoshop CC 2019 has been locking up when I am entering metadata in File > File Info. Unfortunately, it has done nothing to solve the problem and I gave up in frustration when I was being asked the same questions for a second time. For the short time it has been working, I loved the reintroduction of the drop-down autofill text because I re-use a lot of key words and sentences from one image to the next. However, this is where the software has been freezing for me, especially in the copyright box. It is at the stage where it is unusable. Has anyone else had this problem? I am running Windows 10.

I have the same problem and I just installed the latest update Photoshop 20.0.4
Mac OS X mac mini 2018, 3.2 GHz Intel Core i7 32 GB 2667 MHz DDR4 500GB SSD
It was sloow before and it is still slow.
And this with a fresh install on a fresh computer with only the initial settings, nothing changed.

I can barely paint or stamp copy or anything, its so slow.
Just on a plain 2000x1000pix JPG image, no layer or anything.

Same file with Photoshop CS4 on an old 2011 macbook - fast as hell in comparison!!!

Hello Adam, It's been a while since you posted this, but I would just like to say that I had a similar issue with laggy scrolling and zoom. I'm happy to report that this solution resolved the problem. I don't really know how Adobe works, but I would suggest to them, in future updates, to change the name to have a tilde at the beginning of the filename like you said. Have a nice day. 

Edit, this solution only works temporarily. The problem comes back after a few minutes. I believe Photoshop CC 2019 (and I think 2018 as well) has a memory leak. (Lazy  Programming (or just an unidentified mistake, no one's perfect))

Just as another datapoint: I'm using Photoshop 20.0.6, and switching layers on/off did update only after minutes of waiting. Also, drag'n'dropping groups from one file into another immediately displays the wireframe - but the actual contents of the group are only shown after a heavy delay. Apparently, saving the file immediately updates the image.

Performance is otherwise just fine, no noticeable slow-down or lag. Those are pretty small files (2000x1000 pixels, maybe 10 or 20 layers), and this is on a very fast machine (SSD, i9-9900K, 2080Ti). The issue looks more like Photoshop just not updating the view than an actual performance issue.

I renamed HalideBottlenecks.8bx as you suggested, and now it works as expected (image/preview is immediately updated when hiding/showing layers).

In my case, the issue does not seem to return after working with Photoshop for a little while (probably had it open for about an hour now and did do some work ... but didn't work intensely with it, so that might still happen if I worked more intensely, or for a longer period of time).
