P: Pressing "V" when the type tool is active does not return to the move tool

Photoshop Web (beta), Chrome, macOS

When I select the type tool and have not yet clicked on the canvas to create a text box, pressing the "V" shortcut for the move tool does not work.

Steps to reproduce:

• Select the move tool
• Press "T" or click on the type tool
• Press "V"

Expected: The move tool should be selected

Actual: The type tool is still selected

Windows Chrome and Edge. When pasting text inside a text layer, it just writes "v" instead of the contents of the clipboard.
