P: Selection/Artboard Tool

For the past couple months some feature has been implemented in Photoshop that will automatically switch to the artboard tool from the move tool when you click on an artboard. Is there a way to turn this off?

It is really annoying that it keeps switching my tools without my consent. 

I am now on Photoshop 25.7 on Mac.

This is still happening. It's driving me crazy!
