Photoshop 2023 cant open files due to program error

Question

This morning, I started having trouble with Photoshop. It will not open any file, just throws the error "Could not complete your request due to a program error." I also can't close the program normally. I have to manually kill it from the task manager. I have tried uninstalling and reinstalling. OS is Windows 11.
