Photoshop 2025 issue with leading tool

I'm having a persistent issue with Photoshop 2025 leading. I read about this issue from earlier versions. I've reset my Photoshop preferences and done some of the minor fixes, it gets fixed but then a few days or weeks later it happens again. Anyone else having this issue with 2025 version? When trying to enter a leading other than 0 through 13.36 pt an error message occurs telling me that it has to be within that range no matter the point size of type. The one thing I haven't done is uninstalled and reinstalled Photoshop, which I guess would be the next step.

Do you select values from a drop-down list or enter them manually?

If you enter them manually, keep in mind that Photoshop uses the regional settings of your operating system for the decimal separator. For example, if I try to enter the value 5.5, I will get an error:

But if 5,5, the value will be accepted:

 

To avoid using the decimal part, you can switch the unit settings to pixels - in this case, you will be able to position text layers more accurately using only whole unit values:

The leading value might be affected by a transformation performed to the layer previously. When this happens next time, try create new text layer, and execute a command "Reset Character" from the context menu (hamburger menu) of Character panel. It will reset the character related values to default.
If this still does not work, let me know the details of what you see including screenshots of the entire application window showing the type layer on canvas and the Character panel and Type layer properties panel. If you can supply a test file, even better.
