Photoshop freezes whenever opening first file

First, let's make sure we're in a default state and there are no stale Photoshop setting somewhere:

Does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.

If not, it's some sort of permissions corruption or setting file outside our preferences. It's a needle in a haystack problem outside of software - and moving to a new user account to cleanup is probably faster than trying to track it down.

I did not continue using it on the other user. This was only for testing. Since my current user it set up with a lot of other software, other than PS, which is also required for my work, it would make a lot more sense to have it work (as it has in the past) on the current user. 

On the other thread, you stated that using a new Admin user account fixed the issue. Did that stop working?

Photoshop never crashes, that's the thing. It freezes, comes back, freezes, comes back, freezes, comes back, and the proceeds to work smoothly from there on. But it is not supposed to take me 10 minutes to get the software running from when I first open up a file.

We see you have posted a few times about this issue, the new admin account fixed this but not your older one,  yet we don't see a crash report.

Please submit a Crash Report along with your email address: https://helpx.adobe.com/photoshop/kb/submit-crash-reports.html That will help us diagnose the crash. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
