Photoshop unuseable, menu bar

Hi, ive updated photoshop to the latest and the top menu bar with file, edit, image, layer etc, works for a little bit then it becomes unuseable, it goes sort of blurry and is unclickable, i then cant finish work and is making photoshop completely unuseable. Any tips or has this happened to anyone before. Thanks in advance for ur support.

Thank you for responding. 
I'm still having issues, I can not get the photoshop preferences once I quit photoshop, as I can not find them. 
I keep going in a circle and go back on photoshop, and find the preferences in setting, I then can click  photoshop, then settings, general and have tried "resetting preferences on quit" but nothing is changing. 
I've attached a picture of where I'm ending up as I can not find how to get to the links you have sent me.
