Photoshop Video timeline playback at low fps

@bope2203, thanks for posting your system info. I know it's frustrating. Since playback time on your laptop is working fine, it's likely a problem with this particular system configuration and not a bug in Photoshop. Here are some things I notice, in no particular order. I point them out as a process of elimination:

1. Others have reported AMD CPU Family:15 conflicts.
2. Your scratch space is tight at 442.3G with 312.4G free. I try to keep close to half the space free, especially for video work.
3. 16 MB of RAM is a minimum for Photoshop, that could be throttling the playback.
4. Your Shared System RAM (8,549 MB) and GPU accessible RAM (8,358 MB) seems low. I run 34,214 MB and 34,342 MB for comparison.
5. I'm not sure if the large monitor size (2,560, 1,440) makes a difference.
6. Are you running the Studio or the Gaming driver with your RTX 4060? Photoshop works best with the Studio driver.

The only other thing I can think of right now is to go through these tips for optimizing Photoshop: https://helpx.adobe.com/photoshop/kb/optimize-photoshop-cc-performance.html. 

Maybe others will have more ideas. Let us know how it goes!

@bope2203 first thank you but I did read the entire thread including your respsonses to @J E L . Since you didn't answer my query and decided to go this route, I'll leave this up to you.

First, You did not read the whole thread.

The problem occurs in any type of file video.

I have just tried to make a 30 sec video with 3 layers and it is the same BUT what I did notice is that the PS has problem with buffer over 20s, once again I repeat and hope that You will read it, There is NO problem with this on my 2019 laptop with low specs.
Here is 1080p video with a few layers and playback is still slow

@bope2203 how does the video run when rendered outside of Photoshop?

Your timeline appears to be slowing down while trying to rerender the timeline when previewing.

How large is the image size and how many layers/video layers are in your project?

I have tried manually resetting preferences, I have tried uninstalling and installing older versions. It is the same

I understand. Thanks for that extra information, @bope2203. You didn't indicate which version this is happening with. Have you tried a manual Preferences reset? https://helpx.adobe.com/photoshop/using/preferences.html#Manually. That often clears out a lot of problems. If that doesn't work, try reinstalling Photoshop on your new computer. Finally, can you post your entire system info here? Under the Help menu, select System Info, and then copy/paste the text in a reply.

This problem is the same on every video that I try to make on my PC.

Even with just 2-3 layers without much animation

(Any resolution, any kind of animation and layers = same problem, lagggy playback)

I just said for comparison that I have the same file on my low-end laptop and it does not have this problem.

Hi @bope2203, I don't think maxing out Performance to 85 percent is going to help you with this. It is recommended to keep it at 70 percent. I have rendered many videos without the problem you report. However, I haven't updated to Photoshop v25.2.1 yet. Did this start happening right after the update? I'm still using 25.2.0 (with Windows 10). In looking at your timeline, I don't understand why there is a long gap between clips (the gray bar) in Group 12. Can you twirl it open so we can see? I realize this is probably not a screenshot of the entire timeline, either. Can you show the entire sequence? I'm wondering if there is some error in there causing it to slow down.
