Sticky cursor problem and new bar won't pin (PS24.6)

I have a sticky cursor problem in the newest version of PS 24.6 with Windows. When using tools like Crop or Transform, the cursor won’t let go of the handles unless I double-click (sometimes triple-) it, and the image goes all over the place.
This is new. I tried reinstalling PS 24.6 (several times) and updated my Wacom tablet. Neither changed anything. (And yes, I checked that Use Windows Ink wasn’t checked in the Wacom.) Also tried with my Microsoft mouse – same thing, so it isn’t the Wacom or the pen. I can crop by double clicking on release, but I’m not steady enough to avoid moving the cursor slightly while doing this. Pen and mouse, same deal.
How can I tame the cursor?
Another problem is the new little bar refusing to pin anywhere no matter how hard I click on the pull down menu. It covers things I need to see, for example, when using Transform.
Is there another way to either make the bar pin or to get rid of it?
(I so wish I hadn’t updated to the very latest version, and am now stuck using PS 2022 for my work.)

Deborah, I still haven't found solutions to either problem. I've learned to live with the stupid little bar that won't stay pinned, hoping enough people want a way to permanently pin it (or get rid of it). As for the sticky cursor, I'm trying to tame it by being more clever with the now necessary double clicking, but with mitigated success. Not very happy, and dread using anything like Transform. For really bad days, I go back to last year's version. Not ideal. Really need a fix and an answer ...

Photoshop 25.0 checking in, still experiencing the sticky cursor issue. I got a wacom intuos 4, running on win 10.

Cursor (or me) working much better now as long as I'm careful with pen and hand position. No idea why -- one of these is probably the answer: (1) Just installed PS 25/PS 2024. (2) Latest Windows update installed. (3) Reinstalled the newest Wacom Intuous Pro driver.
Hope this helps someone else! (But the little bar still doesn't stay pinned where I want it, and there's nothing that helps in the Preferences.)

25/2025, latest Win update installed as of 9/15/23 and the intuos drivers
for my model haven't changed since 2020. Even reinstalled them. Still
sticky cursor. I rolled back to 2023 and have no issues there.
But for the sake of Generative Fill, I keep the Beta installed as well just
for when I need that particular tool. I'm surprised this isn't a more
prioritized issue for Adobe, I imagine there's thousands of professionals
that use wacom + adobe that have the same issue...
