I'm having problem with Tools, that not keeping in their last selected state and it is annoying.

When I select Magic Wand tool, then I select different tool, close image, open new image, press W, Magic Wand tool is not selected anymore, instead Quick Selection tool is active and I have to change it back to Magic Wand again and again.

Same for example with Laso tool and Polygonal Laso tool (L)

How do I make tools keeping their last used state?

I don't know why it happens, but a quick fix is to go into Edit > Keyboard Shortcuts > Tools, and disable the shortcut for the one you don't want popping up. You can still access it in the toolbar, just not by shortcut.

Or you can give it a different shortcut altogether.

It's been reported a few times, and I had this happen myself occasionally with the Brush/Pencil. It seems quite erratic and unpredictable. Anyway, I fixed it as above.

There is the Preference to "Use shift key for tool switch", but mine is checked, so that can't be it.

Thanks for suggestion, but I can't live without shortcuts, it would boldly slow down my workflow and it is not acceptable for me.

Maybe you misunderstood. I meant disabling the shortcut for the Quick Selection tool, but leaving the Magic Wand as it is. So pressing W would always give you the Wand - but if you need Quick Selection, you need to pick it up in the toolbar.

Or you can assign a different shortcut to one of them.

Yes, I agree, this shouldn't happen in the first place, but now that it does, there are so many ways you can modify the shortcuts and the toolbar that it should be possible to find a way around it.

I understood. But what I'm talking about is that I don't want to disable shortcut and move the cursor over screen everytime I need to change tool. Or still think about that I had assigned different shortcut for tool that used to have certain shortcut for years.
