Trying to focus stack in PS 26

Using latest version of Bridge 13.0.9.785 and PS 26 and Windows 11-64bit. Whenever I select 2 or more Bridge thumbnails (RAW) and select "Load into photoshop layers", I get a response to use the latest version of PS which I am and already have it open.  Tried resetting preferences in both PS and Bridge, no luck.  Also tried converting the RAW thumbnails to TIFFS with no change in the response I get.
