unable to initialize Adobe Photoshop

Hi all I was hoping someone can help me with my problem when opening adobe photoshop. my error seems rare as there are limited resource I can find online and none work. I can't open photoshop for like a month now. hoping anyone can help, I can't reinstall as well because whenever im accessing apps on creative cloud the apps tab always show something went wrong.
