I am currently unable to expand selections but using Select > Modify > Expand. When I do this, the dialogue window that asks for the number of pixels to expand by does not appear, and when I attempt to click on anything nothing happens and I hear the ping as if the window is open. Pressing ESC and Enter do nothing and I am unable to do anything with Photoshop until I end the process through Task Manager.
I am able to use all of the other options under Select > Modify with no issue. I have tried resetting all warning dialogs and resetting preferences. The issue appears to not be related to what file I have open. I have also updated to the latest version.
