Healing brush and clone tools are selecting and duplicating entire layer instead of area defined by brush.

Have uninstalled and reinstalled Photoshop, it still does this. Working on PC and latest version of Photoshop. 

Is there any help you can offer?

Could be in Window>Clone Source that Clipped is not checked.

Hi

Try resetting the tools

 

If that doesn't help try a preference reset
