3d graphic effect

I saw this on a wall at a convention center and could not believe the depth effect on just a flat surface. Would love to know how this created in photoshop (preferred) or Illustrator.

The only thing I'll add to what Myra has told you is, if you want the white stroke to have nice sharp corners , convert the Type layer to a Shape

Then select any of the shape tools, and add the stroke from the Options bar

If the stroke is not being applied to the outside of the text then use the dropdown and change the setting under Align.

 

Then just add the drop shadow as Myra advised.

I used the settings below in a document the same size as your upload.  Note that opacity is reduced to 50%

You can apply a Drop Shadow as a Layer Style (double-click the layer to the right of the layer name or go to Layer > Layer Style > Drop Shadow...). To make the drop shadow look more realistic, you may want to try adjusting the settings.
