Wanting to learn 3d scanning and printing. Question: Can I 3d scan (take the photos), with my regular camera (not smart phone), then in photoshop convert the images into a 3d object ready to print? Or do I need a special program to convert the images? Thanks!!

It's impossible. Because, If you want to scanning 3D something and 3D printing them. You must user 3D Scanner and 3D Printer to do it.

For example: http://www.scan3d.com.vn

No, Photoshop will not convert images shot with a camera into a 3D image. You would need other software to do that.
