3D functions were removed from Photoshop starting from v23. If you need those functions, for example to edit an older document, you can still download and use v22.2 from the CC app (it can be instaalled alongside the current version)

Adobe is moving toward providing 3D in a more flexible way, through a 3D companion app instead of trying to squeeze it all into Photoshop. For example, Adobe recently introduced Adobe Substance 3D Viewer, which lets you edit 3D models, compose them, light them, and send that to Photoshop as an editable 3D Smart Object layer in a Photoshop document. It’s still in beta but free to try:

If you read the link that davescm posted, the previous 3D features had to be taken out because the code was so old that it was failing on current graphics cards, and it was based on an old way of doing 3D that just isn’t relevant to what people need today. So it was thrown out, appropriately, and they’re starting over with modern 3D tools that can properly use current GPU acceleration.
