I would like to create an effect like this in photoshop basically like a swirl shape in 3d , can anyone please guide me with the steps to acheive this effect ?

Thanks , this one seems to be closer look to the image , how did you acheive that ?

The image on the right in the screenshot is the Smart Object – white with a circular hole in which a Drop Shadow exists.

Duplicate that SO in the containing document multiple times and scale down and rotate the lower ones »randomly«.

You could try to draw a spiral shape (here from inherited ones)

Then apply filters like distort or blur. here blur…

Will have to experiment…
