i did creating a action with brush but it only works on files where I have recorded the action on the others you don't see the drawing I made with the brush

I never use action or record action that record brush strokes.  I tested the record tools option when Adobe first added the feature into the Action Palettes as an option.  While it did seem to record brush strokes path other brush things did not seem to be recorded like color changes tip changes. opacity blending etc. Then there was the problem with the recorded stroke paths.  These seem to be recorded for document that has fixed aspect ratio size and resolution of the document the action was recorded on.  The recorded strokes only work for single document canvas size.  The feature is so bad that if you install Adobe's Photoshop Plug-in Scriptlistener Adobe will gray out that feature a so you will not even be able to record Photoshop Tool usage into actions.   Old  actions with recorded tools will most likely play on documents the size they were recorded on.  How well they will work depends on what was actually recorded about tools usage.  Its a Photoshop feature that was not implemented well.  I install Adobe Scriptlistener plug-in and could care less that Adobe cripples tool recording for I don't have any desire to use it.   Some Photoshop features have issues not all features are implmented well.

What are the images’ resolutions, pixel dimensions, …? 

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Brushes, Brush Settings, Options Bar, …) visible? 

 

In my opinion Brushes in Actions are a problematic choice anyway. 

Did you include the selection of the Brush in the Action?
