Is it possible to add a step to an action or do i have to re-record the action?

Yes, it is possible. Make sure that you are not in Button mode. Old steps can be removed or re-recorded or new steps can be recorded or inserted and moved etc. After you have finished, remember to select the action set (folder) and use the panel menu to save the action as an ATN file.

Adding to what Stephen said, this is from Adobe Help:

"To play a single command, select the command, and then Ctrl-click (Windows) or Command-click (Mac OS) the Play button in the Actions panel. You can also press Ctrl (Windows) or Command (Mac OS), and double-click the command."

EDIT: I just saw the key word "add", sorry!

You can drag steps up and down and from one action to another.
