Quite often, I need the center of an image to be blurred. This is almost inpossible in the current Blur Gallery. The only way is to use a ton of Field Blurs. Inverting the Iris Blur should be a very welcome feature!

Duplicate a layer. blur it to the max amount you need, then add a mask.

not helpful if you're applying mutliple blur gallery effects to a smart filter

I too need to have the center area of the Iris Blur, blurred. If you have a background you want to use behind talent shot over green screen video, to suggest bokeh you can't really use the Iris Blur (Filter Gallery effect) w/o an invert selected area option. A workaround would be to
1.) duplicate the layer
2.) add the desired blur to the lower layer
3.) add a mask with a high feather value to the upper layer to create a gradual vignette between your original layer and your blurred layer.
Adjust the sofness of the mask to create a more or less severe gradient between the two layers to achieve the desired bokeh effect. You may also want to add a subtle blur to the upper layer as well provided the objects in the background don't appear on the same plane as the talent. Any object on the same plane as the talent would be in focus.
Although this is a band aid, isn't the whole point of having a filter like Iris Blur to NOT have to do all the gymnastics to generate the desired effect? A simple invert selected area option with a feather adjustment should be easy enough to program.
