Add New Layer Fill goes BLACK!

When I select LAYER > NEW FILL LAYER > (and select a color other than black) = The fill is always BLACK.  I have restarted, I have updated Photoshop, I am working in an RGB color profile and I started with a brand new file, simple white background and new later... Same results.  Once it fills BLACK it gives me the color picker to select a color, but what is the point of picking a color within NEW FILL LAYER ?  I do see the yellow color I selected next to black box but what am I doing wrong here?  I feel like I used to be able to fill with Gray but no longer.  Please help. Thank you

You have only set the ‘Indicator’ layer colour (and not the fill color).

 


An Adjustment layer Color Fill always starts with black and can then be set directly to the desired colour.
