I found this bug in Photoshop and Lightroom

There's no bug to fix. There will always be a difference between software that is color managed, and software that is not. You need to take your precautions.
That said, black clipping like this can be caused by a defective or corrupt monitor profile. Unless you use a calibrator to make your monitor profiles, Windows Update will distribute manufacturer profiles that are surprisingly often broken. What is the bug, to which you elude?
If you mean the change in colour and tone in the darker areas - then what colour profile was used in the original? What colour profile is being used in the version opened in Photoshop and Lightroom?

There is no such thing as "original image". The numbers don't change - the question is whether the application displays those numbers correctly.
Color managed applications like Photoshop and Lightroom do that; provided that the color profile is embedded in the image, and you have a valid monitor profile. Web browsers may or may not be correctly color managed.
Without knowing exactly what you did here it's impossible to answer.
BTW this is the Photoshop forum, but your screenshot is from Lightroom (the web-based cloud version).

I have reset all profiles and settings of both applications but still the same change in image which never occured before so it's a bug probably caused by some Nvidia driver

If so, how did you create the image on Flickr?

It's a screenshot captured in-game if that's raw just like pressing print key to copy the screen
Then uploaded to flickr and it looks the same as in-game while playing until loaded in adobe

Photoshop and Lightroom are color managed, and use the monitor profile to display images correctly.
Games are probably not color managed, which would explain the different rendering.

Yes that's why it's a problem with the GPU driver im sure so how can i report to adobe to fix this

So as basic troubleshooting, replace your current monitor profile with sRGB IEC61966-2.1. Relaunch all applications when done.

I see that you are on Windows 10, and no native Windows applications are color managed. That includes Photos, Paint, File Explorer and the desktop. So exactly what viewing/editing software are you referring to?
If you are using software without color management, there's nothing to fix.

Chrome? as we are viewing the image on flickr using a browser. And the game itself. literally everything you can view an image with displays the correct raw screen.
I been using adobe for years and this is the first time I see this bad viewing quality with random darken
