Adobe cloud can't delete files

Question

I cannot delete my files from adobe cloud saving. I also realised that when saving to adobe cloud space was still taken off of my computer untill i deleted the file from the document cloud. I literally have no space on my computer and dont want to use the additional space for random Adobe cloud saves that i have. how do i change this?
