Adobe Color Themes - Explore is missing and opens brushes

Photoshop21.2.0
When I click on extensions/color themes there is no explore choice and only brushes opens up.
Any help would be much appreciated.
I'm wanting to use 'complementarycolor themes.jpg colors'
