Adobe Color Themes

Hi

While editing in Photoshop (23.1.0 version) I wanted to access my colour library in Adobe colour CC through the Windows menu and Extensions to get into Adobe Colour Themes, but I can't because it's unavailable. In fact, the menu says "Extensions (legacy)". What does it means? And how can I access the Adobe Color Themes in another way if this one is not available?
