 Briefly – the method you use for a Cut-out (not a Crop) will depend on the subject of the image and maybe your skills.

If you have say a figure you can use Select > Subject and then you can apply a Layer Mask

You can fine-tune the non-destructively the selection before you apply the mask and destructively afterwards. 

You can then add another Layer, perhaps an image or a maybe a gradient and have it behind the cut-out figure.

Remove background is the solution if you are new to it! Try that or try any other Selection tool that will isolate your image.

If you are using CS2 you need to work with Quick selection and create a layer mask.
