Adobe Genuine Service still preventing program usage after uninstalled

I was having issues with Adobe Genuine Service, so I uninstalled it - but now, it's still preventing me from using my apps, just... Without existing? The Learn More button links to a page about Genuine Service connection issues, so it's clearly not part of the apps themselves.

You have a misunderstanding. The activation service is a necessary evil and you cannot arbitrarily delete/ disable it. You basically just screwed up your install. Since you haven't really explained what wasn't working before, what version of PS was affected and why you removed the service we can't really tell you much. As a start follow these instructions and reinstall your software:
