I use window 7, photoshop cc 2017. it's always create a new window in taskbar everytime i create new documents in photoshop, it's mean i have new 3 pictures so it's will create 3 new windows in taskbar. how can i turn it off?

Hello, it is the expected behavior with floating windows.
You need to start the images docked and in tabs by going to Edit>Preferences>Workspace and checking Open Documents as Tabs and allow floating document windows docking to have only one window for Photoshop. (then restart Ps)
