No.

If you should find such an offer on the web it would likely be a »cracked« version, thus a legal problem aside from the possibly added malware.

Photoshop Elements runs under a perpetual license, if I understand correctly, so it would not cause ongoing expenditures but a one-time payment.

There are also freeware alternatives, Gimp for example.

I think the rationale statement is in the article, Trevor: “We want to make [Photoshop] more accessible and easier for more people to try it out and experience the product,” says Maria Yap, Adobe’s VP of digital imaging.
