Adobe update Photoshop to 22.0 - Error at loading

Hi, Ive recently update the creative cloud and photoshop 22.00 wont load..

When I click 'open' i am notified of an "error at loading of ippCV library"

From reading other forums it seems that the chip on my comp is no longer compatible... why would Adobe do this, and is it possible to get a discount from Adobe because i am no longer able to use the latest version of the product i am paying for?

If there is a workaround which doesnt require upgrading my chip id be very happy to hear it 🙂
