AI Generative Fill is grayed out in Photoshop 25.1

Generative fill is also grayed out in case you have a grayscale image.

Fix: Image => Mode => something color, e.g., RGB Color.

It sounds like a possible common cause.

If you click on one of the neural filter cloud symbols does it then download? If not I would be checking the firewall to ensure the Adobe processes are allowed access.

@davescmYes to all of that - made selection, 8-bit (also tried 16-bit), and RGB. 
But I think I may have found the problem -- but not the solution.  I just noticed that Adobe Photoshop Lightroom v 7.0 on my desktop says there is no internet connection.  I do have a solid internet connection, and I don't believe the firewall is the issue.  But LR will not access any cloud files.  Then I went to Photoshop and noticed that some of the neural filters presets are not loading, but are showing the cloud symbol.  But I don't know what to do about it.  Should I repost this as a new issue?

Have you made a selection prior to looking at the Edit menu?

Is your document 8 bit or 16 bits /channel (generative fill will be greyed out in 32 bit)?

Is your document RGB or CMYK (generative fill will be greyed out in Indexed Color)?

I am having the same issue right now. I also have 25.1.0 but on a Mac and AI generative fill is grayed out for me as well.

That's what I've read, too -- that it was fixed in 24.6.  But it's definitely not working for me in 25.1.0.  I feel like I must have a mental block about this.  But once I make a selection, the dialog box should be available, right?
