ALL keyboard short cuts not working

So my problem is that I have a laptop and a desktop, I downloaded PS on both devices and on the laptop it worked fine but on the desktop the keyboard shortcuts never worked. I think it has happened 1 or 2 times that the shortcuts worked but only for a very short time. I have reinstalled it 2 times but there was still no difference. I reset the PS settings but there were still no positive results! What should I do? //Sven Weber

I just posted a problem with a solution that worked for me if you havent already resolved it ?(but topic illustrator ). 

I have windows 10 and english mostly programs but swedish keyboard and language settings for some program. It took a really long time and support from both adobe and Microsoft but when Inet support gave me a gamer tips, to change language in the below taskbar to swedish! Now it works, but I have to remember to do that every day which is easy. Do you also have two languages?

Hi. To avoid keyboard shortcut problems ake sure to have the same language in:

• Applications.
• Physical keyboard.
• Keyboard configuration in the Operating System.
