When I loaded the new revision 23.1.1 of Photoshop all of the filters in the Filter Gallery drop down turn the image green. I have reloaded the previous version and the issue has goen away.

Hit the D key to set the foreground/background color to their defaults prior to selecting the Filter Gallery. A lot of Filter Gallery filters key off the selected colors in the toolbar to generate their effects.
