My problem is one of which I have never encountered before.
and is rather simple but completely makes photoshop unusable for me.
running on a Surface, every time I use the pen, all the tools do the exact same thing. The pen tool, eraser, magnifying lens. all of them.
they scroll the image. every single one of the tools does nothing but scroll the image.
As demonstrated below, using the Surface pen.
I am unsure if this is a problem with Photoshop itself or something with the computer settings but either way,
its good to have a solution out there in the event someone else has the same problem

The latest windows update (KB4093112) has caused an issue with the Wacom tablet and Photoshop.
You can either - undo the update
or
Do the following (recommended) :
1. Use notepad to create a text file and type in :
UseSystemStylus 0
2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
3. Go to the tablet properties and uncheck "Use Windows Ink"
4. Restart Photoshop
That is it - all should now work well (you need to do all the above steps to retain pen pressure)
Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for Photoshop the PSUserConfig method works.

Note 2 : If you have another version of Photoshop installed e.g. CC2017 then you will need to add the file to the CC2017 folders

Thanks for the help, seems the third option works for me, sorta. after all, I did specify that I was running a Surface, not Wacom.
