I am trying to create an web banner which has a a background image that does not move, and then flashing wording on top of it.

I have tried this link https://helpx.adobe.com/photoshop/how-to/make-animated-gif.html.

but I can't see options for making one of the layers flash. Is this possible to do in Photoshop?

Hi Tully, you might find it easier to use a frame by frame timeline animation in photoshop. In this case, you would make a new frame, turn off the layer you want to blink, then make another frame and turn the layer back on. You can repeat this as many times as you want to make it keep blinking. Here is a SS. You can see where the text layer has been turned off and back on again.
