My problem: this version you easily cancel free transform when trying to rotate with it, since your cursor has to be waaaaay closer than in previous versions to rotate your selection (will just cancel free transform if you outside of that range). So is there any way to revert this change specifically without downgrading the version?

What version of Photoshop & the Windows are you working on? Please share screenshots of your Photoshop interface to better understand the issue.
In the meantime, ensure Photoshop is in the default state. Go to the location of the preference folder below and rename it to backup. https://helpx.adobe.com/photoshop/using/preferences.html
These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.

Me and my colleagues are having the same issue on multiple installs.
The update significantly reduced the distance your mouse can be from an object to rotate it in free transform, drastically increasing how accurate you have to be when trying to quickly rotate an object.

Yes i was wondering if it was just me, but your right the distance that one is able to have the cursor away from the transform bounding box while rotating an object and not commit the transform seems significantly reduced in Photoshop 2023 (ps ver 24.4.1) macOS Ventura 13.3.1.
Just compare with Photoshop 2022 (ps ver 23.5.5) which still available in the Creative Cloud Desktop Application.

Adobe has an extension called Disable Click To Commit to eliminate being able to click on the canvas to commit the transform, crop or place
That reverts the behaviour of photoshop to previous versions before the click to commit.
