any straight forward way to create 'rounded rectangle' but with straight edges in photoshop?

My advice would be to use the Rounded Rectangle Tool and covert the Path into a selection.

You could use the Pen Tool set to shape with no stroke, setup your guides and make sure snap to guides is enabled, there's no straight forward way that I'm aware of to do what you want, although I could be wrong

Look like a job for a custom shape tool IMO...

Adobe only supplied one with a stop sign aspect ratio.  But with the direct selection tool you can transform that shape to size and aspect ratio you need.
