Apparent dashed line on more or more edges

I can't figure out what exactly causes this. It's almost like the canvas is transparent and is a pixel or two larger than the image (which it isn't). The attached is a snip from the upper left corner of an open psd file with several layers. Flattening it makes no difference. This doesn't happen all the time, but it does a lot of the time. I've been using Photoshop since before the CS series--so a long time--but this I've only noticed the last couple or so years.
At first I thought maybe cropping generated the effect, but I've tested the same RAW file opening then cropping with and without deleting cropped pixels. The dash line looks like the edge of an indicated transparent object, but I'm not sure at all. Driving me nuts! Doesn't show in a print, but it does when using Bridge to display full screen, so our study group using GoToMeeting, can see it.
