You could try importing the xmp as settings, saving the settings as a preset then batch-applying the preset using the ACR interface.

Try saving adjustments as a new preset as already suggested. You can record Photoshop action to apply preset. Note: if you turn on modal control for action step (arrow pointing to modal control) you will be able to modify or adjust setting recorded in Photoshop action, ACR window will open and wait for you to readjust and confirm.

I don't want it to convert them to action because i have more than 60000 xmp files to apply multiple images at once
