aspect ratio not unlocking

I'm trying to resize a background and I want it to resize more in one direction than another but no matter how many times I click the little lock icon, it ALWAYS resizes proportionately. It is driving me nuts.

I have selected free transform but that didn't make any difference.

Maybe there is a bigger problem?

I also can't use control-Z to undo. The keyboard command does nothing.

Control-V doesn't work either.

Those are standard windows commands and should work. They work in all my other programs

Any suggestions?

The background layer can not be transformed the layer does not support transparency. It cans be cropped and expanded via canvas operations.  Photoshop's Transform  operation has also been changed in CC 2019 you can use a PSUserConfig.txt Preferences file to restore legacy transform Operation.

it wasn't a "background layer" it was a background that I pasted in as a

regular layer.

I wasn't able to resize anything that wasn't proportional

That is because Adobe Changed Transform operation. If you are trying to transform a normal layer try pressing and holding the shift key to unconstrained transform.   Shapes and vector still transform like the old transform way unconstrained by default.

When several commands don't respond normally it is time to reset Preferences.

Choose Preferences > General, choose the reset option and then restart Photoshop
