Batch Exporting of JPEG @ 1% quality

I am currently trying to figure out a way to use the image processor to render images at a very low quality for web placeholders. I have a huge number of images that I need to process, and the current 1/12 low jpeg quality is not enough with the image processor.

I can use the "export as" with the 1% jpeg quality setting, but it requires to individually process each image.

Anyone knows how I could automate this process? The "action" scripts can't save an "export as" action.
