Hi,
I'm currently have around 20,000 photos to download and re upload to a wesbite as progressive jpegs at 1340 x 1358px and around 100kb file size . A lof of the images already coming off the website are at different aspect ratios and smaller/larger than my targetted size. We'd also like to name them to be more friendly for seo purposes. Has anyone ever done this and is there a more efficient way to do this in Photoshop/Bridge?

Tip #1: Droplets
Have you looked into Droplets? They allow you to convert an Action into a file. Dropping images onto this Droplet runs the Action on those images. The dialog box also contains some file naming options.
File > Automate > Create Droplet
Tip #2: Conditional Logic
When recording an Action you can insert conditional logic. In the menu in the upper right corner of the Actions panel is the option "Insert Conditional". You can set up logical statements such as...
If the Document is Landscape
Then run this Action
Else run this other Action
Tip #3: Batch Rename
Bridge has an excellent batch renaming feature
Tools > Batch Rename
