Batch Resize and Crop images to specific aspect ratio/pixel size (1200 x 1500)

I have a project I'm working on and I cannot figure out how to crop and resize multiple images to a specific pixel size.

The problem I'm running into is that they are all different sizes. I need them cropped to center at 4:5 (1200 wide x 1500 height in pixels)

They are all shot in landscape. some are larger than others at 5616 wide x 3744 tall
and others are 1864 wide x 1104 tall..... of which the height does not meet the required of 1500 pixels, so these need to be enlarged. They're all lumped together in one massive folder with 4000 images.

I've tried a million different scripts and fit image and enlarging and resizing with actions and the output is all over the place

I have attached samples of the images and what they are suppose to end up like.

Any help is truly and greatly appreciated.

I suppose the Photoshop Image Processor couldn't do what you want. What about: Batch Images | Free Download | Process photos in bulk with 130+ actions, filters, and effects

That looks like it might do it, but $33 feels a bit rich for something like this.  I'd spent several minutes with Image Processor and Irfanview before you posted Derek, and was unable to make either add a white border to achieve a target aspect ratio without distorting the image.

This looks promising though, and it claims to be free.

I would turn something like this into a 3 step process.

1. Create a batch action which would convert images to smart objects to retain full resolution and save as psd.

2. Use image processor to crop all the psd files to the height or width of your smallest sized image. 

3. Create an action which would resample the images to the size you are looking for.
