before photoshop starts I get, Could not complete the command because of a program error

I have recently updated my computer and downloaded the latest photoshop 2020.

I am have the following problems:

Could not complete the command because of a program error, when I click OK the programme starts.

No Start screen, tried resetting and changing graphics procer settings

Save as not working,

Doesnt save what im working on.

Saves a finished file as Jpeg only

Cant open a document from file menu.

Try resetting preferences? https://helpx.adobe.com/photoshop/using/preferences.html (Note: This will reset everything.)

 

Maybe file corruption somewhere? (Whether in Photoshop itself or a document.) Does this happen when creating and summarily saving new documents, not old or existing ones?

Tried openning a new document nothing happens, opened an existing document and then tried New document still not working.

Have tried reset using Alt+Control+Shift

Also prefrences, general, Reset Preferences On Quit

CC Cleaner didnt work.

 

Reinstalled the last version that worked.
