I have 2 programs, photoshop and lightroom but neither works. What can I do?

Try to redownload it or it may be because the version of Visual C++ in you OS (Windows).

Start by reading the system requirements. Judging from the low resolution of your screenshots they are not met anbd the program probablky frowns on that because it can't draw its interface.
