Best iPhone app to layer graphics over video

Hi, I am able to open videos in Photoshop on my desktop and put a graphics layer on top. I want to be able to do this right on my iPhone. What Adobe smart phone app would be the best choice for this. I don't have to do anything complicated, just put one layer on top of the video. Thanks!
