Ok... so here is my thoughts.

1.) Go with a good quality monitor if you plan on using Photoshop more than a hobby.  Plus think future forward as you might start using other Adobe software or even other graphic software in the future.  Thus I would go for something like the BenQ PD3220U Design Monitor.

2. Now if you think you are going to get really creative.  Then I suggest something like the XP-Pen Artist 24 Pro Tablet where you can design directly on the screen.

I will post a review soon of mine.... but I use it for everything from photo editing to illustration to gaming!

Drawing directly on the screen is brilliant!!!! Saves time!!! Makes life easier.  Now XP-Pen offers smaller monitors where you can draw on the screen and a more affordable price, in case you do not want a big one like I have.

If you can stretch to an Eizo Coloredge you'll not be disappointed, as you can see from D.Fosse's contribution here the Dell can suffer from poor uniformity.

A Coloredge will have far better uniformity and the inbuilt calibration and profiling makes maintaining accuracy a lot easier. 

Someone mentioned benQ, I've seen a lot of user feedback about their calibration software which has issues that make colour accuracy unattainable. Yeah you can use it with the excellent basICColor display calibration and profiling software but that means you're not accessing the hardware calibration LUT you paid extra for. 

Can't afford Coloredge? They are pretty spendy - then go for a slightly lower range Eizo and use basICColor display calibration and profiling software with it. I've helped a lot of users with those and left them very happy.
