Have you figured out how to disable this? I've moved from an Intel Mac to Apple silicon and for some reason Photoshop has added a thick black outline around layers in the layers panel. Since layer masks can be mostly black sometimes it's difficult to see if the pixel layer or mask is activated.
Could you provide more details about the issue you're experiencing? What version of Photoshop and Operating System are you using? If possible, sharing a screenshot or a short video of the problem would be really helpful.

Unless I'm misunderstanding, Stephen's answer (about disabling blue frames) doesn't appear to be what RetineRetusch was asking about. I landed here after having the same issue with Sonoma and PS2024.
The issue is that every layer's thumbnail now has varying amounts of black borer around it. Whereas before the thumbnails would only show the visible layer, now it’s as if the thumbnails are "expanding" to show more beyond the canvas, resulting in a black thumbnail background.
I've combed through the overall PS preferences as well as the Layers panel options, and there don't appear to be any settings that affect the visual anomaly.
